NCLB Teacher Highly Qualified Information

This site provides information regarding "highly qualified" requirements for teachers under the No Child Left Behind Act of 2001 (NCLB).  Although it is the obligation of each teacher to meet the NCLB requirements, the staff of the State and Federal Programs department will assist with paperwork, defined expenses, and requirement interpretations.  The Alaska "Highly Qualified" Verification form and HOUSSE document is confirmed and signed by a District representative from State and Federal Programs.

The Law
Section 1119 requires that all teachers hired on or after the first day of the 2002-03 school year to teach in a program supported by Title I funds must be "highly qualified"  (the District's position is that all District teachers are to meet the "highly qualified" definition). The law also requires that all teachers teaching core academic subjects within the state must be "highly qualified" by the end of the 2005-06 school year.  Section 9101 defines "core academic subjects" as including English, reading or language arts, mathematics, science, foreign languages, civics and government, economics, arts (music, visual arts, theater), history and geography.

Experienced Teachers:  The U.S. Department of Education's position is that the highly qualified requirements apply now to all teachers, including experienced teachers, defined as those hired prior to the first day of school, fall 2002.  The USDO considers all teachers to be "not highly qualified" until the employing district finds them to be "highly qualified" on the basis of currently held degrees or majors, or until the teachers complete an approved test or evaluation process.  However, experienced teachers have until June 2006 to meet the requirements.  In other words, a district will not be out of compliance for continuing to employ "not highly qualified" teachers hired prior to the first day of school, fall 2002,
while such teachers take steps to meet the requirements.
